Yes and no. We can copy edit this way--looking at grammar and syntax. But editors need the entire manuscript if they are going to do a substantive edit. A substantive edit means looking at the piece as a whole to be sure that all the parts add up. In good fictional stories, for example, the narrative, character and plot are so tightly intertwined that the editor really needs the entire manuscript to be effective.
